Overall goal


Der vorliegende Vertrag ist das Jahresprogramm 2006 zu der Rahmenvereinbarung, die Öko Himal mit der ADA (vormaliger Vertragspartner BMaA) abgeschlossen hat.


Ziel des Rahmenprogrammes mit Öko Himal ist die Armutsbekämpfung in benachteiligten Gebieten der Schlüsselregion Himalaya der OEZA mit den Schwerpunkten Nepal und Tibet unter besonderer Berücksichtigung der Basisinfrastruktur, der medizinischen Versorgung, Bildung und Ausbildung und der Unterstützung ökologischer Maßnahmen. Dabei werden von den Akteuren Öko Himals besonders die Umweltrelevanz, Gender Equity, die Stärkung der Partnerorganisationen und die Verwendung partizipativer Planungs- und Implementierungsmethoden berücksichtigt.


Für 2006 sind 3 Vorhaben (2 in Nepal, 1 in Tibet) zur Kofinanzierung vorgesehen, wobei der Anteil der OEZA Mittel bei 75% der Gesamtprojektsumme liegt und von Öko Himal 25% Eigenmittel aufgestellt werden.


In Tibet wird ein Volkschulprogramm durchgeführt. In Nepal handelt es sich um: ein mobiles Gesundheitsprogramm und ein Projekt zur Förderung eines tibetischen Medizinzentrums.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
