Overall goal


HIV/AIDS verursacht nicht nur menschliches Leid und führt zu einer dramatischen Senkung der Lebenserwartung, sondern hat durch erhöhte Krankheits- und Sterblichkeitsraten von Erwachsenen im produktiven Alter auch negative Auswirkungen auf alle Aspekte menschlicher Entwicklung. HIV/AIDS findet in allen OEZA Politiken, bilateralen Strategien und Programmen Berücksichtigung. Dadurch wird zur Prävention beigetragen, welche auf die Verringerung des Übertragungsrisiko abzielt sowie auf die zu erwartenden negativen Auswirkungen von HIV/AIDS auf die Vorhaben der OEZA.


In der Schwerpunktregion Südliches Afrika, einer von HIV/Aids am stärksten betroffenen Regionen der Erde, ist besonders sichtbar wie vielseitig und komplex die Wechselwirkung von HIV/AIDS und menschlicher Entwicklung ist: i) Armut und soziale und ökonomische Ungleichheiten führen dazu, dass Menschen sich schlechter vor HIV-Infektion schützen können und ii) HIV/AIDS verstärkt bereits bestehende Armut beziehungsweise trägt dazu bei, dass Betroffene in die Armut abrutschen.


Dieser besonderen Problematik Rechnung tragend fördert die OEZA UNAIDS in der Umsetzung ihres Regionalprogramms. Durch den Beitrag von Euro 600.000,-- (mit der Widmung von Euro 300.000,-- für das Schwerpunktland Mosambik und je Euro 100.00,-- für die Partnerländer Namibia, Simbabwe und Südafrika) soll der regionale Erfahrungsaustausch und die regionale Geberkoordination im Rahmen der SADC gestärkt werden. Vor allem aber sollen die nationalen Koordinierungsstrukturen der staatlichen und nichtstaatlichen Organisationen (z.B. People living with HIV/Aids) in der gemeinsamen Umsetzung und dem Monitoring der nationalen HIV/AIDS Strategien gefördert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
