Overall goal


Für 04/2008 plant die SADC die International Consultative Conference on Poverty and Development. Fokus dieser Konferenz ist die Bewertung der regionalen Dimension von Armut und davon einen regionalen Aktionsplan zur Armutsminderung und Entwicklungsförderung abzuleiten.


Neben der SADC, den Regierungen der SADC Mitgliedstaaten haben die Organisationen der zivilen Bevölkerung eine besondere Rolle in der Armutsbekämpfung im Südlichen Afrika. Das SADC Council of NGOs (SADC-CNGO) mit technischer Beratung durch den Southern African Trust (SAT) leitet einen Prozess der Positionierung der zivilen Bevölkerung für diese SADC Armutskonferenz. Die bisherigen Ergebnisse sind die Gründung einer formativen regionalen Poverty Advocacy Platform und der Entwurf einer Deklaration der zivilen Bevölkerung des südlichen Afrikas zur Bekämpfung der Armut.


Zur weiteren Vorbereitung auf die Armutskonferenz ist geplant:

- research and analysis: es bedarf einer umfassenden Analyse der regionalen Instrumente der Armutsminderung und Entwicklungförderung. Über 20 SADC Protokolle befassen sich mit diesen Themen, jedoch herrscht ein limitiertes Verständnis über die Protokolle selbst als auch über den Stand der Umsetzung. Im Rahmen einer umfassenden Studie sollen die Effizienz und der Fortschritt in der Umsetzung der Protokolle bewertet werden

- communication and consultation: die bisherigen Zwischenergebnisse bedürfen nun der Präsentation, Diskussion und Abstimmung auf Ebene der SADC MS

- regional conference: im Vorfeld der SADC Conference organisiert SADC-CNGO ein 2tätiges regionales Seminar zur Endabstimmung der Ergebnisse und der Positionierung der zivilen Bevölkerung für die SADC Conference.


Die OEZA fördert diese Aktivitäten mit einem Beitrag von ¿ 50.000,--.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
