Overall goal


Das Projekt steht im folgenden internationalen Kontext: Die 'Paris Declaration' zielt auf die Optimierung der Entwicklungszusammenarbeit ab. Die VertreterInnen internationaler zivilgesellschaftlicher Netzwerke engagieren sich in einem Prozess, dem 'Open Forum on Development Effectiveness', und erarbeiten gültige Grundprinzipien und Kriterien von 'Aid Effectiveness' für Nichtregierungsorganisationen (NRO). Damit soll ein Beitrag zur Steigerung der Wirksamkeit der Entwicklungszusammenarbeit erreicht werden. Zudem sollen diese Ergebnisse in das 2011 stattfindende 'High Level Forum IV' (Umsetzungsprüfung der Paris Declaration) einfließen.


Mit dem vorliegenden Projekt wird die Einbindung österreichischer entwicklungspolitischer NRO in diesen internationalen Prozess ermöglicht. Schwerpunkt im Jahr 2009 ist die Sensibilierung der NRO für die Thematik, die 2010 in eine aktive Einbindung der Organisationen in den globalen Prozess münden wird. Dazu sind die folgenden Aktivitäten vorgesehen: Aufarbeitung der internationalen Informationen mit speziellem Bezug auf österreichische NRO; Veranstaltungen von themenspezifischen Workshops zu Aid Effectiveness in Österreich; Teilnahme an den internationalen Treffen des 'Open Forum' und Einbringen österreichischer Positionen; internationale Vernetzung (CONCORD - europäische Dachorgansiation) mit NRO und enge Kooperation mit anderen themenrelevanten Organisationen in Österreich, insbesondere der KOO (Koordinationsstelle der Bischofskonferenz) und der ÖFSE (Österreichische Forschungsstiftung für Internationale Entwicklung).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
