Overall goal


Das vorliegende Projekt ist die Fortführung von Seminaren, die bereits 2002, 2003 und 2004 stattgefunden haben. Sie gehen auf eine Initiative der österreichischen Außenministerin zurück. Dieses Seminar, das in Österreich stattfinden wird, soll Empfehlungen zu den wichtigsten Problemstellungen bezüglich des Friedensprozesses in Sri Lanka nach dem Tsunami und den letzten Wahlen erarbeiten und somit einen Beitrag zu einer Deeskalierung des Konfliktes leisten. Die Teilnehmer aus Regierung, Opposition und Zivilgesellschaft haben grossteils bereits an den letzten drei Seminaren teilgenommen.

Die Nachhaltigkeit des Seminars wird durch ein Follow Up Treffen mit den Teilnehmern in Sri Lanka gewährleistet. Dabei sollen Umsetzung und Wirkung der Empfehlungen des Seminars evaluiert und diskutiert werden. Während dieser Projektreise werden auch bilaterale Gespräche mit Schlüsselpersonen im sri lankischen Friedensprozess sowie Absprachen mit den anderen an der Unterstützung des Friedensprozesses beteiligten internationalen Gebern (Norwegen, Schweiz, Deutschland, USA) erfolgen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
