Short Description:

Overall goal


UNHCR has a clearly designed Protection and Solutions Strategy for the period 2016-2020. The vision laid out in the strategy is to ensure that refugees are protected by the Government of Uganda, live in safety and dignity with host communities, and progressively attain lasting solutions.


Expected results


Under the leadership and coordination of the Government, the Uganda 2019-2020 RRP aims to achieve the following objectives:

1. Through to 2020, Uganda’s asylum space is maintained, equal and unhindered access is preserved;

2. The Government of Uganda owns protection processes that promote the full enjoyment of rights, and international protection standards;

3. By 2020, the refugee response paradigm in Uganda has progressively shifted from care and maintenance to inclusion and self-reliance;

4. By 2020, refugees decisively benefit from provision of inclusive basic social services;

5. By 2020, refugees are well on their path to access durable solutions.


Target group / Beneficiaries


Austria's contribution of EUR 1,000,000 will support an estimated total of more than 31,416 South Sudanese refugees.

UNHCR implements its program directly and through partners including DanChurchAid and Lutheran World Federation. UNHCR with partners works in the the North of the country, the two targeted districts are Yumbe and Lamwo.


Activities


The Austrian intervention will contribute to the objective 3: "By 2020, the refugee response paradigm in Uganda has progressively shifted from care and maintenance to inclusion and self-reliance". This will be achieved through the provision of sustainable, environmental friendly stoves, seedlings for reforestation, training and work opportunities producing briquettes for the stoves.


Context


Uganda hosts an estimated 1,256,729 refugees. It is Africa’s largest refugee hosting country and one of the top five worldwide. Throughout 2018, Uganda has responded to three concurrent influxes: South Sudan, DRC and Burundi. The profile of the refugee population is characterized by a high proportion of women and children, representing approximately 83% of refugees.

The Government of Uganda continues to strengthen the refugee-hosting environment through the Settlement Transformative Agenda included in its five-year National Development Plan II (NDP II 2016-2020) which the UN Development Assistance Framework for Uganda (UNDAF 2016-2020) is supporting. The Government of Uganda launched the CRRF in March 2017 and is guided by the CRRF Roadmap/ National Plan of Action to implement the Global Compact on Refugees 2018-2020. UNHCR is also supporting the Government of Uganda to implement, coordinate and monitor the 2019/2020 inter-agency Uganda Refugee Response Plan together with over 110 partners.
