Short Description:

Overall goal


The overall project objective consists in an increase of the quantity and quality of drinking and domestic water for the population of the Gaza Strip at affordable prices by providing the required maintenance and repair works for the seawater desalination plant in Deir Al Balah originally established with funding from the Austrian Development Agency (ADA), in 1999.


Expected results


The expected results of this intervention are 1) completion of the required repair works of the desalination plant in order to ensure the continuous and efficient operation of the plant with a daily production rate of 600 m3, instead of currently 300 m3 only, 2) improvement of the capacity of the plant's laboratory to monitor water quality via installation of a Total Organic Carbon (TOC) device (with the aim of improving the laboratory’s capacity in monitoring the quality of the desalinated water), 3) capacity building of all laboratory staff members and 4) increased awareness of all beneficiaries on the importance of water conservation at the household level.

 


Target group / Beneficiaries


The residents of Deir Al Balah are both target group (in terms of the awareness raising campaign) and beneficiary (in terms of the improved quantity and quality of drinking water). According to the Palestinian Water Authority (PWA) the number of beneficiaries amount to approximately 12,000 citizens (50.8% males and 49.2% females). The project region comprises the entirety of Deir al Balah governorate.


Activities


The intended measures include the replacement of the fully corroded three feed pumps with capacity of 70 m3/hr at 5 bar each, the replacement of one cartridge filters (15 elements), the replacement of back wash pumping units, the replacement of deep well submersible seawater pumping units (2 pumping units), the replacement of (RO) membranes (54 units), the replacement of electrical fittings and the upgrade of electrical Panels, the replacement of corroded walls and ceiling metal Sheets, the replacement of the TOC-device at the plant’s laboratory, the development of capacity of the laboratory's staff members and the implementation of an awareness raising campaign targeting women, men, boys and girls in Deir Al Balah city.

 


Context


In 1999, the Palestinian Water Authority (PWA) began the construction of a seawater desalination plant in Deir Al Balah with funding from the Austrian Development Agency (ADA). This plant was completed in 2003 and was designed to obtain a daily amount of 600 m3 of desalinated water. The objective back then was to introduce desalination technology in the Palestinian Territories, enable the Palestinians to apply it and learn how to manage the plant on their own. As part of the plant’s structure, three beach wells were constructed to feed the plant with seawater (pumping capacity of each is 70 m3/hr). In addition, the plant was equipped with a laboratory to monitor the quality of the potable water obtained by desalination through the plant. Due to lack of repair and maintenance (“wear and tear”) the plant is currently operating only at 50% capacity. The goal of the present project is to carry out the necessary repair and maintenance works, in order to enable the plant to operate at full capacity (100%) again, thus doubling the supply water Gaza gets from it.
