Overall goal


The humanitarian aid measures under this grant are financed from the Austrian Foreign Disaster Aid Fund.


The grant is a contribution to the "Haiti Earthquake" Emergency Appeal of the International Federation of Red Cross and Red Crescent Societies (Federation). Following a revision of the initial Emergency Appeal, the Federation now aims to assist up to 80.000 Haitians for a period of three years and at the time of issuing this agreement (February 2010) is appealing for a total of EUR 148.9 million (CHF 218.4 million).


A little over a month following the devastating earthquake of 12 January 2010 in Haiti, and despite a massive concerted humanitarian response, the situation on the ground remains very precarious. The large-scale humanitarian needs of hundred of thousands of people affected by the earthquake include adequate shelter, access to water and sanitation facilities, health care and non-food items such as blankets and cooking utensils.


The relief and recovery activities aim to address and alleviate those needs by providing the following kinds of support the people affected by the earthquake:


¢ Shelter and community infrastructure: Ensuring that 80,000 affected families have healthy and safe emergency shelter to help preserve their physical and mental well-being.


¢ Non-food items: Ensuring that the most vulnerable people affected by the earthquake have access to basic non-food items and cash transfers that enable them to resume essential household activities.


¢ Water and Sanitation: Reducing the risk of waterborne and water related diseases through the provision of minimum safe water and minimum sanitation and hygiene promotion


¢ Health Care: Reducing the immediate health risks of the emergency through the provision of curative and preventive basic health care.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
