Contribution to the ICRC 2016 Appeal for South Sudan (Food Assistance)

Contract partner: ICRC - International Committee of the Red Cross - Switzerland Country: Südsudan Funding amount: € 250.000,00 Project start: 01.01.2016 End: 31.12.2016

Short Description:

Overall goal

The programme to which this grant contributes aims to assist the most vulnerable communities in the most conflict- and drought affected states in South Sudan according to urgent humanitarian needs.

Expected results

The expected result of the programme is that affected people in South Sudan have access to food rations, seeds and tools, fishing equipment and livestock health services for meeting their essential basic needs to help them boost their resilience and food security.

Target group / Beneficiaries

Through a multidisciplinary response - combining emergency relief with efforts to help people build their resilience - the International Committee of the Red Cross (ICRC) and the South Sudan Red Cross Society distribute food rations, seeds and tools, fishing equipment and provide livestock health services mainly in the most violence- and drought affected provinces of Jonglei, Unity and Upper Nile states to some 1,000,000 beneficiaries.

Activities

With the Austrian contribution the ICRC and the South Sudan Red Cross Society will be in a position to distribute 55t sorghum and 20t beans to 1,000 households (6,000 people) for one month.

Context

Despite the peace agreement signed by the parties to the non-international armed conflict in August 2015 and previous ceasefire agreements, clashes continue in Jonglei, Unity and Upper Nile states. About 1.6 million people are reported to have been displaced; over 600,000 are taking refuge in neighbouring countries. Around 200,000 internally displaced (IDPs) are staying in camps and at the “protection-of-civilian sites” of the UN Mission in South Sudan (UNMISS).

Many IDPs and residents cannot afford to buy increasingly scarce and costly food and other basic commodities. Households struggle to resume agricultural production because of reduced access to land and depleted livelihood assets. Lack of water and sanitation facilities contributes to the spread of disease. People risk being raped or killed when travelling long distances to obtain water/food. Many households are unable to pursue livelihood activities because of the fighting.

Besides the conflict a food security emergency (Integrated Food Security Phase Classification (IPC) Phase 4) continues in Unity State and is expected to extend into Upper Nile and Jonglei States in January 2016. Some households in Unity state are even facing Catastrophe (IPC Phase 5) outcomes.
