Overall goal


KommEnt - Gesellschaft für Kommunikation und Entwicklung übernimmt im Auftrag der ADA - Austrian Development Agency die Abwicklung und Kontrolle der Vorhaben des "Eine - Welt - Stipendienprogrammes" inklusive Studienbegleitende Bildung. Das "Eine - Welt - Stipendienprogramm" setzt sich aus 7 Teilprogrammen zusammen, die von verschiedenen Trägern (AAI-Wien, AAI-Graz, AAI-Salzburg, ÖLAI, ÖOG-HP, ÖAD, CIU) durchgeführt werden, welche mit Ausnahme des ÖAD und CIU auch Projekte der Bildungs- und Öffentlichkeitsarbeit unterhalten.

Die Beauftragung von KommEnt erfolgt in Übereinstimmung mit der Übertragung der Agenden an KommEnt im Zusammenhang mit dem Einzelauftrag Nr. 1678-00/2002 zum Rahmenwerkvertrag 1678-00/2001.KommEnt verwaltet die für die Abwicklung des Stipendienprogramms bereitgestellten Mittel als Treuhänder der ADA und gibt sie an die Projektträger weiter. Die Zustimmung zur Förderung jedes im Rahmen dieses Projektes durchgeführten Vorhabens obliegt der ADA, ebenso hat die ADA das volle Kontrollrecht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
