Short Description:

Overall goal


The project contributes to the Anti Personnel Mine Ban Convention's Implementation Support Unit of GICHD to coordinate specific activities to enhance progress in the establishment of victim assistance objectives and the development of national plans on the part of African States with which Austria has development cooperation interests.


The project will see Austrian support specific activities to facilitate progress in Ethiopia and Uganda, with a view to (a) facilitating progress in the establishment of quality victim assistance objectives; and (b) facilitating progress in the development of national victim assitance plans, particularly to ensure integration into existing health care, social services, development, poverty reduction and legal frameworks.


Activities will include among others: country visits in Ethiopia and Uganda, 3-day inter-ministerial national planning workshopp on 7-9 August (Uganda), 1 day inter-ministerial roundtable (Ethiopia), identification of in -country focal point lead the process (Ethiopia), the development of tools to enhance progress in the establishment of victim assistance objectives and the development of national plans etc.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
