Overall goal


Minen stellen in Mosambik weiterhin eine große Bedrohung der in ländlichen Gebieten lebenden Bevölkerung, im besonderen von Frauen und Kindern, dar, sei es bei der Erschließung neuer Anbauflächen, am Weg zum Wasserholen oder auf der Suche nach Brennholz. Eine Evaluierung bestätigt der Österreichischen Entwicklungszusammenarbeit (OEZA), auf lokaler Ebene das Minenproblem in ländlichen Gebieten thematisiert und durch Einbindung von lokalen Organisationen und Gemeinschaften ein gesteigertes Problembewusstsein gefördert zu haben. Diese "Mine Awareness" bildet für die zweite Phase des Projektes die Grundlage für eine fortgesetzte Arbeit, in der das Element "Proximity Demining" zur Beseitigung von identifizierten Explosivgegenständen inklusive einer institutionalisierten Qualitätskontrolle den zentralen Bestandteil bildet. Ziel dabei ist, mit österreichischer Hilfe die ersten minenfreien Distrikte zu schaffen, als grundlegende Voraussetzung einer nachhaltigen Distriktentwicklung. Damit wird dem Armutsreduktionsstrategiepapier (PRSP 2001-2005) entsprochen, das ein rasches und möglichst breites wirtschaftliches Wachstum als wesentliches Element der Armutsreduktion bezeichnet.
