Im Rahmen der von der OECD/DAC gesteuerten Evaluierung der Paris Declaration 2 wird anhand von Länderstudien untersucht, wie sich die Paris Declaration auf das konkrete Verhalten der Geber in einer Reihe von Partnerländern ausgewirkt hat.


BmeiA und ADA haben sich bereiterklärt, eine entsprechende Studie über Uganda zu finanzieren. Das Office of the Prime Minister in Uganda hat darauf die international vorgefassten Terms of Reference überarbeitet und ist für die Steuerung und Abwicklung des Prozesses zuständig . Die ADA ist in der Steuerungsgruppe über das KoBü Kampala vertreten und ist für die administrative und finanzielle Abwicklung des Vertrags zuständig.


Im Rahmen des Vertrages wird u.a. untersucht, wie wirksam die Prinzipien der Paris Declaration in Uganda in konkrete Maßnahmen umgesetzt worden sind, ob und inwieweit dabei auf bereits vor der Paris Decalaration in Uganda vereinbarte Partnerschaftsprinzipien aufgebaut wurde und in welchem Ausmaß sich das Verhalten der Geber, der Regierung und anderer relevanter Akteure in Uganda auf Grund der Paris Agenda verändert hat.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
