Overall goal


Das Partenariat stratégique pour la Paix en Afrique (PASPA) ist eine regionale Plattform zur Sensibilisierung der Öffentlichkeit in Westafrika für konflikt- bzw. friedensrelevante Themen. Gegründet im Oktober 2004 besteht es nunmehr aus 7 nationalen Focal Points in westafrikanischen Ländern.


Als Netzwerk zivilgesellschaftlicher Organisationen wurden während der ersten beiden Projektphasen Train-the-trainers Workshops und thematische Seminare abgehalten sowie Mikroprojekte im Bereich der Konfliktprävention und Friedenssicherung unterstützt und durchgeführt. Diese länderübergreifenden Seminare und Mikroprojekte widmeten sich den Themen (1) Die Rolle der Medien in Gewaltkonflikten, (2) Kinder und Jugendliche als Akteure und Opfer in Konflikten und (3) Landkonflikte.


Das ggst. Vorhaben umfasst die Beauftragung eines Unternehmens zur Durchführung eines externen Reviews des Projekts PASPA, wobei insb. Empfehlungen zur Institutionalisierung und Nachhaltigkeit des Netzwerks herausgearbeitet werden soll. Darüber hinaus wird der Impakt der durchgeführten Seminare und Mikroprojekte evaluiert.


Auf Basis der Empfehlungen des ggst. Reviews sollen die Ergebnisse der ersten beiden Projektphasen konsolidiert und die dritte und abschließende Finanzierung durch die OEZA geplant werden. Neben der Konzentration auf die Möglichkeiten des selbständigen Weiterbestehens des Netzwerks nach Ende der österreichischen Unterstützung soll als Schwerpunkt der dritten Phase das Thema 'Die Rolle der Frauen in Gewaltkonflikten und als Friedensstifterinnnen' behandelt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
