Overall goal


Das Projekt zielt auf die Beratung und Unterstützung der ADA-Kompetenz im Wassersektor in den Ländern Südost-, Osteuropas und Zentralasiens. Die Aktivitäten der OEZA konzentrieren sich in dieser Region auf die langfristige bzw. nachhaltige Sicherstellung der Grundbedürfnisse der Menschen bezüglich Wasserversorgung und Siedlungshygiene (WV&S) in ländlichen Regionen und peri-urbanen Gebieten. Diesem Ziel soll der Wassersektor unter Berücksichtigung der Sektorpolitik sowie den Querschnittsthemen Gender und Umwelt entsprechen, wobei alle relevanten Kriterien wie soziale Ausgeglichenheit, Schutz der Ressourcen, Angepasstheit der Technologien, Berücksichtigung der Bedürfnisse von Nutzer und Betreiber etc. Rechnung getragen werden soll. Die Beratung umfasst folgende Bereiche: Allgemeine Politik- und Strategieberatung, Vertretung, Abstimmung und Vernetzung national und international, Weiterentwicklung der Sektorpolitik; Vernetzung mit nationalen und internationalen Fachorganisationen und Verbänden, Begleitung und Beratung der OEZA-Ost Programme und Projekte, Aufbau, Beratung und Unterstützung der Sektorkapazitäten in den Regionalbüros, Entwicklung von methodischen Ansätzen und Technologien für Planung, Bau, Betrieb und Organisation in der Siedlungswasserwirtschaft, Entwicklung von Forschungskooperationen mit wissenschaftlichen Institutionen in den Partnerländern, Unterstützung und Beratung an der Schnittstelle zu anderen Sektoren, Themen und Instrumenten der OEZA, Qualitäts- und Wissensmanagement.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
