Overall goal


Die ADA leistet für das Jahr 2018 einen Teilnahmebeitrag von Euro 30.000 zum Global Education Network Europe (GENE).

GENE ist das europäische Netzwerk der nationalen Strukturen (Ministerien, Agenturen), die im Bereich des Globalen Lernens für dessen Unterstützung, Förderung und politische Koordination zuständig sind. Seit dem Beginn des Netzwerks 2001 ist es auf mehr als 40 TeilnehmerInnen aus über 25 Staaten angewachsen.

GENE verfolgt im Bereich Global Education vorrangig drei Zielsetzungen:

- den Austausch von nationalen Erfahrungen und Strategien: durch Information über Good Practice und durch wechselseitige Unterstützung

- die Weitergabe von Wissen und Erkenntnissen

- die Entwicklung eines gemeinsamen europäischen Programms.

- Beginn eines Peer Review Prozesses Global Education in Estland

- 1 internationales Peer Review-ExpertInnentreffen

- Publikation: 15 years GENE experience of Peer Review processes

- Publikation eines Jahresberichts 2017 zu Global Education in Europe

- Launch und Verleihung eines europaweiten Global Education Innovation Awards

- 1 internationale Konferenz in Lissabon (Global Education in the formal education Systems)

- 5 Policy Briefing Papers (Global Education Concepts, Definitions and Aims; Global Education and Migration; Global Education and Evaluation; Critical Reflections on the World Development Report; OECD PISA Global Competences)

- Ausweitung von GENE um 2-3 neue Mitgliedsländer/Ministerien

- Pan-europäisches Forschungsnetzwerk ANGEL (in Kooperation mit Development Education Research Centre, University College London): 1 Konferenz für early career Researchers, Publikation Global Education Digest, Website, Datenbank)

- 3 MoUs und 5 nationale Seminare im Rahmen des Increase Programmes, das den Aufbau von DEAR-Strukturen in neuen EU-Mitgliedsstaaten unterstützt

- Direkte Erreichung von rund 800 MultiplikatorInnen und EntscheidungsträgerInnen im Bereich Development Education and Awareness Raising (DEAR).


Target group / Beneficiaries


Ziel- und Dialoggruppen sind nationale Strukturen (Ministerien, Agenturen), die im Bereich des Globalen Lernens für dessen Unterstützung, Förderung und politische Koordination zuständig sind sowie zivilgesellschaftliche Organisationen und Forschungseinrichtungen im Bereich Globales Lernen.

Auf europäischer Ebene erfolgt die Zusammenarbeit mit der europäischen Kommission (Dreijahreskooperationsvertrag 2016-2018), der OECD, sowie mit CONCORD/ DEEEP 4.


Activities


GENE organisiert seine Arbeit über die regelmäßige Zusammenkunft in Roundtables (2x jährlich, 2018 in Oslo und Brüssel).

Die Arbeit der GENE-FachexpertInnen bietet Analysen, Reviews, Vernetzung, Strategieentwicklung, Services und internationalen Fachdiskurs zu Globalem Lernen bzw. Global Citizenship Education (SDG 4.7). Das Arbeitsprogramm 2018 umfasst im Besonderen den Beginn eines Peer Review Prozesses in Estland, ein internationales Peer Review-ExpertInnentreffen und eine Publikation der Erfahrungen aus 15 Jahren Peer Reviews sowie die Durchführung einer internationale Konferenz in Lissabon zu 'Global Education in the formal education Systems'. Weiters vorgesehen sind Studien und Briefing Papers zu spezifischen Themen im Bereich Global Education, die Publikation eines jährlichen Berichts zu Global Education in Europa sowie die Kooperation mit dem 'Academic Network on Global Education and Learning' (ANGEL)als Brückenfunktion zwischen AkademikerInnen und Ministerien und Agenturen. Nationale Seminare im Rahmen des Increase Programmes, das den Aufbau von DEAR-Strukturen in neuen EU-Mitgliedsstaaten unterstützt, ein Global Education Innovation Award sowie bilaterale Projekte dienen der Stärkung von Capacity Building und Innovation im Arbeitsfeld.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
