Overall goal


In November 2009, the Second Review Conference of the Mine Ban Treaty (MBT, signed in 1997, effective as of 1999) will be held in Cartagena, Colombia. One aim of this conference will be to evaluate the progress in the area of mine victim assistance achieved in the last ten years.


With the purpose of providing input into the victim assistance discussion at this Second Review Conference, Handicap International-Belgium, through its Policy Unit Research Team, aims to provide an evaluation of victim assistance progress by looking at improvement in the lives of survivors, their families and communities.


The key objectives of this evaluation and ensuing publications - scheduled for release in September 2009 - are:

¢ Identify and measure victim assistance achievements and challenges, as seen by those directly involved.

¢ Present good practices, case studies, and lessons for replication of victim assistance efforts.

¢ Present suggestions on victim assistance to guide the development of the Cartagena plan of action.


The main publications arising out of this research will comprise:

¢ A progress review of victim assistance under the MBT and as relevant to the Convention on Cluster Munitions.

¢ Policy recommendations to contribute to the 2009-2014 MBT Action Plan and relevant to the future action plan of the Convention on Cluster Munitions.



The overall budget of this project amounts to ¿ 167,860. The Austrian contribution covers 50% of the total costs - ¿ 84.000. The remaining 50% will be provided by the Government of Norway.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
