Short Description:

Overall goal


The overall goal of the project is to contribute to better health of IDPs and host population (incl. returnees) in Eastern Ukraine. The Austrian Red Cross (AutRC) with its partner, the Ukrainian Red Cross (URCS) aims to improve their health condition through increased affordability and access to primary health care services and medication.


Expected results


The project aims to reach the following results in Luhansk region with focus along the line of contact in governmental controlled areas (GCA):

• 1,500 IDP and host population (incl. returnees) households (total beneficiaries 4,500) with chronically ill members have increased financial capacities to meet their most urgent medication needs (~75% female, 25% male)

• 21,000 IDPs and host population (incl. returnees) have met their basic health needs through consultations offered by 3 mobile health clinics (~70% female, 30% male).

 


Target group / Beneficiaries


The target group will consist of IDPs and host population (incl. returnees) with non-communicable diseases (NCDs) (cardiovascular, respiratory diseases, cancer, and diabetes), who are residing along the line of contact in Luhansk region (GCA).


The URCS has got a long standing relationship with AutRC and acts as auxiliary to the public authorities during disasters and emergencies. It is the largest humanitarian organisation operating in Ukraine having in place 24 regional branches and 665 town and district (rayon) branches.


The proposed project will directly support 25,500 IDPs and conflict affected host population (incl returnees) in Luhansk Region, districts of Popasna, Novoaidar and Stanitsa-Luhanska, with focus along the line of contact in GCA:

• 1,500 targeted households will be provided with restricted cash vouchers (total beneficiaries 4500 )

• 21.000 patients will be treated by 3 mobile health clinics (approx. 700 beneficiaries /unit /month)

 


Activities


Specific measures include

• distribution of 1.500 restricted cash vouchers of a monthly value of EUR 25,- to most vulnerable households for 8 months to meet their most urgent medication needs

• establishment of 3 mobile health clinics to provide primary health care services to people in remote areas in Luhansk region (GCA) along the line of contact

 


Context


The humanitarian situation in parts of the eastern Ukraine continues to deteriorate. As of November 2016 around 4.4 million people have been negatively affected by the conflict. Humanitarian needs are confirmed highest especially along the line of contact, in non-governmental controlled areas (NGCA) and also in pockets elsewhere in eastern Ukraine. 2.2 million people are currently in need of essential and life-saving health care services along the line of contact and in NGCA. Women and girls are reportedly more vulnerable due to the crisis-induced increased need in health care services for themselves, their children and elderly relatives. Besides communicable diseases like tuberculosis (TB), human immune-deficiency virus (HIV) and Polio, non-communicable diseases (NCDs) are the most common causes for morbidity among the affected population given the current challenges within an already weakened health system, breakdown of community and family cohesion, lack of personal safety and the reduced financial capacities due to lack of employment and livelihood opportunities in the area.
