Das Vorhaben gilt als logische Weiterentwicklung der Langzeitstrategie von HOPE'87 in der Casamance im Senegal, die 1992 mit einfachen Dorfentwicklungsprojekten begann und über die Jahre strukturiert mit der Bevölkerung sowie den lokalen Behörden zu einem Programm mit ganzheitlichem Ansatz (landwirtschaftliche/nicht landwirtschaftliche Einkommensschaffung, Umwelt und Stärkung lokaler Strukturen) weiterentwickelt wurde.

Ziel des Projekts PRODEL (Projet de Développement Local des Communautés Rurales de Mampatim et de Médina Chérif) ist die nachhaltige soziale und ökonomische Entwicklung ländlicher Gemeinden in der Moyenne Casamance. Die Zielgruppe des Projekts umfasst 15.190 Einwohner in 48 Dörfern auf einem Gebiet von 374 km².

In diesen ausgewählten Gebieten bilden Landwirtschaft, Viehzucht, Waldnutzung und Handwerk die hauptsächlichen Einkommens- und Subsistenzquellen der lokalen Bevölkerung, wobei die traditionellen Produktionsmethoden weder leistungsfähig noch ressourcenschonend sind. Manche Praktiken bringen sogar oft das bestehende Forstgut in Gefahr. Zu den negativen Auswirkungen der menschlichen Aktionen müssen die stete Klimaverschlechterung (kürzer werdende Regenzeiten) und das beträchtliche Absinken des Grundwasserspiegels gerechnet werden.

Das Projekt sieht einerseits die technische und institutionelle Unterstützung und Ausstattung der Dorfkomitees sowie des übergeordneten Interessenverbands zur Verbesserung der land- und forstwirtschaftlichen Produktion mittels eines lokalen Entwicklungsfonds zur Kofinanzierung der Infrastrukturen, Produktion und Ausbildung vor. Zum zweiten wird die Errichtung gemeinschaftlicher Mechanismen zur Verteidigung, Wiederherstellung und rationellen Verwaltung der natürlichen Ressourcen nach einem konsensuell entwickelten Bewirtschaftungsplan unterstützt.

Die Konsolidierung des Programms in der gegenwärtigen abschließenden Projektphase soll einen endogenen Entwicklungsprozess der lokalen Gemeinschaft in Gang bringen.
