Das Projekt wird von Horizont3000 gemeinsam mit der lokalen NGO YSA (Youth Social-work Association) durchgeführt, um bei Jugendlichen in Norduganda Kapazitäten im Teambuilding und in der Einkommenssicherung aufzubauen.

Die Jugendlichen in Norduganda sind oftmals auf sich selbst gestellt und sollen in Jugendgruppen und Jugendnetzwerken Unterstützung finden. Das Projekt setzt gerade bei diesen Jugendgruppen und Jugendnetzwerken an und trainiert Jugendgruppenführer sowie Sozial- und Jugendarbeiter. Sie sollen bei ihrem Aufbau ihrer eigenen Jugendgruppe unterstützt werden bzw. erhalten Trainings zur Gruppenführung, Motivation, Mediation, aber auch beispielsweise Abrechnung der Buchhaltung der Jugendgruppe. Ein weiteres Training gibt Ideen für kleinste Unternehmertätigkeiten, die von den Jugendlichen selbst mit wenig Aufwand und Anfangskapital gemacht werden können. Die trainierten Jugendlichen und Jugendgruppenleiter werden im Anschluss an das absolvierte Training dazu motiviert, ihre eigenen Jugendgruppe aufzubauen (falls noch nicht bestehend) und die von ihnen erlernten Fähigkeiten auch weiterzugeben.

Der dabei verwendete methodische Ansatz TWIGA wurde schon in anderen Distrikten Ugandas und in Kenia erfolgreich erprobt.
