Overall goal


Das Oberziel des Vorhabens ist, die Lebensqualität und die Grundbedürfnisse benachteiligter Menschen, besonders jener mit Behinderungen und HIV/AIDS Erkrankungen sowie deren Familien im genannten Projektgebiet zu verbessern, ihr Entwicklungspotential zu stärken und somit zur Verminderung ihrer extremen Armut durch Stärkung lokaler Strukturen beizutragen.

Spezifische Ziele sind:

- Verfügbarkeit von geschultem Personal für ganzheitliche Rehabilitation sowohl in den Gemeinden als auch in

Zentren für dieses und andere Programme in Afrika durch Erweiterung des internationalen Ausbildungsprogramms

- Verbesserung der Lebensqualität blinder, körperbehinderter und anders behinderter Menschen mittels der

Verfügbarkeit von Behandlung und Rehabilitation auf Gemeindeebene

- Verbesserung der Lebensqualität behinderter Menschen und Verminderung von Behinderungen durch operative

Eingriffe und/oder Behandlung

- Verbesserung der Lebensqualität von Menschen mit HIV/AIDS Infektionen sowie deren Angehörigen und

Überlebenden durch das Anbieten von ganzheitlichen Dienstleistungen

Das Projektgebiet hat eine Einwohnerzahl von ca. 5,0 Millionen Menschen. Die Zielgruppe, also Menschen mit Behinderungen wurden mit ca. 10 % der Bevölkerung ermittelt (500.000, WHO, 469.000, CCBRT surveys and estimates). Frauen werden dabei besonders berücksichtigt, da sie diejenigen sind, welche sich um Behinderte, AIDS-Patienten und -Waisen kümmern. Diese Frauen sind oftmals aus dem gesellschaftlichen Leben ausgeschlossen, daher stellt das Vorhaben die Möglichkeit der Rehabilitation behinderter Familienmitglieder zur Verfügung um diese Last von den Frauen zu nehmen. Weiters wurde ermittelt, dass mehr als 60 % der Behinderten und HIV/AIDS erkrankten Frauen sind.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
