Short Description:

Overall goal


One of the legacies of the decades of conflict in Afghanistan is the landmine and explosive remnants of war (ERW) contamination which continues to endanger the lives of local communities, refugees, IDPs, as well as the aid community.


The overall HALO workplan 2009 aims to clear over 900 hectares (ha) of suspected mined areas. 90% of the areas to be cleared will be for cultivation and residential purposes.


Mine clearance tasks are prioritised in line with the Mine Action Program of Afghanistan's (MAPA) National Operational Work Plan for 2009-2010 which, in turn, is in line with the Afghan Government's Mine Ban Treaty obligation to destroy all mines by 2013 .


The Austrian funding will encompass two components of humanitarian demining - manual clearance and explosive ordinance disposal (EOD) - and will enable HALO to deploy 3 mine clearance teams which together are projected to clear approximately 16 ha of high priority mine and ERW contaminated land in the Central and Northern regions of Afghanistan.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
