Overall goal


Die ADA wurde vom Exekutivrat der Autonomen Provinz Vojvodina mit dem Wunsch um Kofinanzierung eines breit angelegten und - im Kontext der künftigen Kooperation der EU und ihrer Teilnehmerstaaten mit Serbien im Rahmen der IPA (instrument for pre-accession) - bedeutsamen Wirtschafts- und Regionalentwicklungsprogramms kontaktiert und plant eine Beteiligung an insgesamt sechs Komponenten des Programms in Form von technischer und in Folge auch finanzieller Unterstützung (Centre for Strategic Economic Studies (CESS), Business Standardisation and Certification Scheme (BSC), Agricultural Export Promotion Fund (APF), Building Business Incubators (BBI), Vojvodina Investment Promotion Agency (VIP) sowie das Integrated Qualification Scheme - IQS).

Die ÖAR Regionalberatung wurde von der ADA mit einer eingehenden Prüfung der bisherigen Umsetzung des IRDP (Integrated Regional Development Programme der autonomen Provinz Vojvodina in Serbien) und des Entwicklungskontexts in der Vojvodina beauftragt. Diese Bewertung wurde im Oktober 2006 abgeschlossen und ist in einem Bericht dokumentiert.

Auf Basis dieser Bewertung plant die ADA das vorliegende regionale Entwicklungsprogramm in Form von technischer und in Folge monetärer Hilfe zu untertützen. Daher soll nunmehr ein Projektdokument ausgearbeitet werden, das die vorgesehene Unterstützung sowohl inhaltlich als auch finanziell spezifiziert. Dieses Projektdokument wird sodann die Grundlage für eine Ausschreibung bzw. Beauftragung von Leistungen in Bezug auf die von der Autonomen Provinz der Vojvodina angefragten technischen Unterstützung bilden.

Vor der Erarbeitung des Projektdokuments sollen jedoch die wichtigsten Eckpunkte mit den IRDP Verantwortlichen in der Vojvodina besprochen werden. Gleichfalls sollte ein Screening von - für einzelne Maßnahmen ins Auge gefassten - österreichischen Projektpartnern erfolgen, damit deren Kooperationsbereitschaft und -kapazität genauer abgeschätzt werden kann.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
