Anschließend an das Vorgängerprojekt Menschenrechtsbildung auf Grundlage des Manuals Understanding Human Rights - Phase I, das im Zeitraum 2004 bis 2005 implementiert wurde, soll das Projekt Menschenrechtsbildung auf Grundlage des Manuals Understanding Human Righst - Phase II die bereits begonnenen Maßnahmen (Erarbeitung von Unterrichtsmaterialien zum Manual, Train-the-Trainers-Workshops in Montenegro und im Kosovo, Internationale Sommerakademie zu Menschenrechten und Menschlicher Sicherheit mit dem Schwerpunkt auf Postkonfliktsituationen) für einen Zeitraum von rd. 1,5 Jahren fortführen bzw. durch zusätzliche Maßnahmen ergänzen und so, vor allem durch das Feedback- und Entwicklungsseminar und die Erweiterung der Website zum Manual, Ownership und Nachhaltigkeit sicherstellen.

Ziel des Projekts Menschenrechtsbildung II sind weitere Train-the-Trainers-Workshops in Südosteuropa auf Grundlage der neuen kroatischen, serbischen und albanischen Übersetzungen des Manuals, welches unter der österreichischen Präsidentschaft des Netzwerkes für menschliche Sicherheit im Jahr 2003 vom ETC für das Außenministerium erstellt wurde und das entsprechend den Beschlüssen der Ministerkonferenz in Graz einer möglichst großen Verbreitung zugeführt werden soll. Die durch die Train-the-Trainers- Workshops gewonnenen Erfahrungen sollen im Rahmen eines Feedback- und Entwicklungsseminars am ETC in Graz erörtert werden, um auf dieser Grundlage Verbesserungen und Erweiterungen des Lernangebotes auf Grundlage des Manuals durchführen zu können.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
