Overall goal


Das Projekt, ein integriertes regionales Entwicklungsprogramm für 13 Gemeinden in den südserbischen Bezirken Pcinja und Jablanica, zielt in seinen vier Komponenten darauf ab,

1. regionale Kooperation als Grundlage für wirtschaftliche und soziale Entwicklung zu institutionalisieren (durch Schaffung einer regionalen Entwicklungsbehörde, eines KMU-Kreditgarantiefonds und eines beispielhaften Infrastruktur-Großprojekts);

2. kommunale Kapazitäten für die Planung und Sicherstellung nachhaltiger sozio-ökonomischer Entwicklung zu schaffen und kommunale Versorgungsstrukturen zu verbessern

3. kommunales Verwaltungsmanagement zu verbessern bzw. zu modernisieren, etwa in den Bereichen Gemeinde-, Projekt-, Finanz- und Personalmanagement sowie insbesondere hinsichtlich der Entwicklung und Förderung landwirtschaftlicher Kooperativen und

4. kommunale Verwaltungsdienstleistungen zu verbessern, insbesondere durch Schaffung von Bürgerservicestellen;

Die Region Südserbien, eine der ärmsten und politisch labilsten Gegenden Südosteuropas, darf sich von diesem sorgfältig komponierten Maßnahmenpaket echte Impulse für eine nachhaltige, sozial ausgewogene wirtschaftliche Entwicklung erhoffen.

Das Ziel des Programms (Strengthen local good governance in southern Serbia in terms of delivery of services to citizens and local and inter-municipal stewardship of social and economic development) entspricht in mehrfacher Hinsicht den programmatischen Ansätzen der OEZA in Serbien:

1. Regionale Schwerpunktsetzung: Südserbien

2. Armutsminderung

3. Wirtschaft&Entwicklung

4.Konfliktvermeidung sowie gute Regierungsführung

Die ADA beteiligt sich neben der EAR, SIDA, der Regierung von Norwegen sowie dem Eigenmittelanteil der Regierung Serbiens an dem von der UNDP zu implementierenden Projekt mit 1,5 MEUR, die Gesamtsumme beträgt 10.142.970 MEUR.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
