Overall goal


Mit diesem Förderbeitrag wird der Nachkauf von Pensionszeiten für EntwicklungshelferInnen, die vor 1974 im Einsatz waren, unterstützt. Diese EntwicklungshelferInnen waren als Freiwillige im Einsatz, sodass für sie Fehlzeiten bei ihren Pensionsleistungen entstanden sind. Mit der Möglichkeit des Nachkaufs wird anerkannt, dass diese EntwicklungshelferInnen in Entwicklungsländern im Namen Österreichs einen wichtigen Beitrag zur Verbesserung der Lebensbedingungen, Reduktion der Armut sowie zur Kapazitätsentwicklung leisteten, der zu dem damaligen Zeitpunkt nicht pensionsrelevant entgolten wurde.


Der Anteil der Förderung am Nachkauf beträgt im Sinne der damaligen Kofinanzierung des Entwicklungshelferprogramms durch Österreich 75%. Die Zahl der EntwicklungshelferInnen, die vor 1974 im Einsatz waren und für die der Nachkauf in Frage kommt, liegt bei ungefähr 21 Personen.


Es wurde und wird ausdrücklich betont, dass durch eine Lösung für den Nachkauf von Versicherungszeiten für die Personengruppe der EntwicklungshelferInnen vor 1974 keine Präzedenzwirkung für eine Regelung weiterer EntwicklungshelferInnen, die nach 1974 im Einsatz waren, entsteht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
