Short Description:

Overall goal


By providing low cost and high-quality (equipment for) protheses, the Special Fund for the Disabled (SFD) of the International Comittee of the Red Cross (ICRC) provides quality services to low-income mine victims and disabled people.


In addition to its training program in Ethiopia, in 2008 SFD continues to provide both material and financial assistance to amputees through some 31 additional centers in 16 African countries. Among them are several partner countries in key regions of the Austrian Development Cooperation: Ethiopia (1 center), Kenya (2), Mozambique (1), Morocco/West Sahara (2), Namibia (1), Tanzania (2), and Zimbabwe (3). All these aid programmes are organized by local partner organisations, but closely monitored by the SFD. By the end of 2008, the SFD is planning to have provided all the centres with sufficient equipment, tools, raw materials and components, to allow them to fit some 10.000 amputees and other physically disabled people with prothetic/orthotic appliances.


The key issues which the SFD 2008 plan of action aims to address are:

-> Acess to physical rehabilitation services for disabled persons

-> Quality of services to patients

-> Long-term functioning of physical rehabilitation centers


By means of this contribution, Austria will provide approx. 12-13% of the SFD total annual 2008 budget for Africa. The desired impact of this support is to contribute to the socio-economic integration of persons with disabilities through mobility restoration with a prostehses or orthoses.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
