Short Description:

Overall goal


Alleviating the immediate emergency needs of displaced girls, boys and women from Ukraine in the Republic of Moldova and Romania (contribution to SDG targets 1.5, 2.1., 4.5., GAP III target 1.5).


Expected results


1) Refugees from Ukraine who are girls, boys, women, men, elderly, with / without disabilities, from Roma communities, both those passing through and those planning to stay in the Republic of Moldova and Romania, receive immediate emergency aid (Emergency Relief);

2) Vulnerable refugees from Ukraine who are girls and boys, with particular emphasis on unaccompanied, separated children and families, are protected and accommodated in adequate and safe spaces (Protection);

3) Refugees from Ukraine who are girls, boys and women, including those from Roma communities, staying in the Republic of Moldova and Romania are supported according to their needs and show improved emotional and physical well-being (Case Management);

4) Refugee women (including women from Roma communities, single mothers, caretakers of children with disabilities or women with disabilities) have developed a self-support structure, participate in the local community and interact with other stakeholders (Women Empowerment).


Target group / Beneficiaries


In total, the project aims to reach 2,700 refugees from Ukraine (1,800 female, 1,350 children, 135 elderly, 135 persons with disabilities, 50 Romani) and 250 hosting families through emergency relief activities and shelter. 750 refugees (500 female, 400 children, 75 elderly, 25 persons with disabilities and 25 Romani) will participate in leisure time, physical and recreational activities, 75 refugee children (40 female) will be supported with access to online educational activities and 50 UASC (30 female) will be placed/referred to safe shelters.

Activities


Existing infrastructure of emergency shelter will be strengthened, and staff, volunteers, beneficiaries and goods will be coordinated. Basic services, emergency shelters, transportation, first aid psycho-emotional support and access to hygiene and sanitation will be offered. A nurturing environment will be created to provide refugee children and youth with access to educational activities, online-classes, physical and recreational activities. Legal and social counselling will be provided to refugees and asylum seekers supporting with administration and required documents. Refugee Women (including particularly vulnerable women) will be supported to form a self-organised and self-supportive structure.


Context


Since the Russian invasion of Ukraine 4,736,471 persons, mainly children, women and elderly, were forcibly displaced and seek shelter in the neighbouring Republic of Moldova and Romania. At the moment, the Republic of Moldova is the largest per-capita refugee receiving country neighbouring Ukraine, accommodating 161 refugees per 1.000 Moldovans (16,06% of its total population). Large numbers of refugees are accommodated in households of rural families, close to the Ukrainian border, hoping to be able to return soon. Refugee families pursue a perspective to accept and deal with their experienced trauma and settle in a safe environment. Elderly and people with disabilities in Ukraine struggle to evacuate and those who seek refuge in neighbouring countries have additional accessibility and care needs to be considered. Particularly unaccompanied and separated children are at risk to be victims of Human Trafficking and abuse. Romani and People without legal documents are at risk to be overlooked by ongoing humanitarian measures because of their unsettled legal status.
