Overall goal


Die ADA hat zur Unterstützung der Umsetzung der laufenden Programme und Projekte der österreichischen Entwicklungszusammenarbeit (OEZA) in den Partnerländern das Instrument der Förderung von Kleinvorhaben durch die jeweiligen Koordinationsbüros (KOBÜs) eingerichtet. Das KOBÜ Kampala wird dieses Instrument als begleitende Maßnahme zur effizienteren Umsetzung der Arbeitsprogramme 2009 für das Schwerpunktland Uganda in Anspruch nehmen.

Die Kleinvorhaben sollen die Programme und Projekte in den beiden Schwerpunktsektoren

i) Wasser und Siedlungshygiene und

ii) Governance mit dem Schwerpunkt im Bereich "Justice Law and Order"

strategisch ergänzen.

Darüber hinaus sollen auch Kleinvorhaben gefördert werden, die das KOBÜ Kampala sowohl in seiner Rolle in der Geberkoordination, als auch in der Umsetzung der Pariser Erklärung zur Wirksamkeit der Entwicklungszusammenarbeit unterstützen.

Die Begünstigten, Zielgruppen und Vertragspartner der Kleinprojekte werden je nach Kleinprojekt unterschiedlich sein. Aufgrund der Ausrichtung auf Vorhaben, welche die strategische Ausrichtung der OEZA in Uganda unterstützen, sollen vor allem Initiativen lokaler Partnerorganisationen in den Bereichen Wasser und Siedlungshygiene, Governance, Justiz, Menschenrechte, Friedenssicherung und Konfliktprävention in Uganda unterstützt werden. Inkludiert sind dabei auch Institutionen der ugandischen Regierung bzw. Fachkräfte (Konsulenten), an die das KOBÜ in den genannten Bereichen sowie zur Weiterentwicklung der Umsetzung der Pariser Erklärung Aufträge vergeben wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
