Overall goal


Das Ziel des Rahmenprogramms ist es, einen konkreten Beitrag zur Umsetzung der UN Security Resolution 1325 zu leisten. Diese wurde im Jahr 2000 verabschiedet und fordert die Einbindung von Frauen in allen Phasen von Friedensprozessen.


Im Rahmen von drei Einzelprojekten werden Frauen und deren Angehörige in Konfliktgebieten in Uganda, Burundi und in Nepal begleitet und insoweit gestärkt, dass sie ihre Kapazitäten und sozialen Kompetenzen für die Einforderung ihrer Rechte anwenden können. Die Zielgruppen sind Frauen, die Überlebende von Gewalthandlung sind (Nord-Uganda Bezirk Pader), die sozial ausgegrenzt sind und keinen Zugang zu Ressourcen haben (Nepal, Churia Region); die in Folge des Bürgerkriegs Hauptversorgerinnen von Familien sind, aber kein Mitspracherecht in der Gemeinschaft haben (Burundi).


Die Einzelprojekte verbindend werden die Erfahrungen und 'best practise' dokumentiert, die bestehenden internationalen Gesetzesrahmen zum Schutz und der Förderung von Frauenrechten überprüft und entsprechende anwaltschaftliche Arbeit zur Umsetzung der UN Resolution 1325 geleistet.


Zudem ist in Burundi noch die Abschlußphase des inhaltlich vorangegangenen 'Women's Empoerment' Projekts inkludiert, sowie die letzte Projektphase (bis Ende 2007) des Projekts 'Traumatized Children', das über Bildung die Chancen traumatisierteer Kinder erhöht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
