Overall goal


Das vorliegende Rahmenprogramm 2007-2009 hat zum Ziel, lokale Entwicklungsmodelle in ländlichen Kontexten zu identifizieren, entwickeln und in weiterer Folge zu implementieren. Dabei soll einerseits der Schutz von natürlichen Ressourcen (Wald, Boden, Wasser) garantiert werden, während zugleich die lokale wirtschaftliche Entwicklung gefördert wird, die auf der Nutzung genau dieser Ressourcen basiert.


Als Basis dieser Entwicklung werden drei Einzelvorhaben in unterschiedlichen sozialen, technologischen, geographischen und ökologischen Kontexten herangezogen und ein Erfahrungsaustausch untereinander gefördert. In Nikaragua gilt es, die indigene Mayangnabevölkerung in der Kernzone eines Biosphärenreservats in der nachhaltigen Nutzung ihrer Waldressourcen zu unterstützen. Ein weiteres Vorhaben findet im Senegal statt, wo lokale Bauernfamilien darin unterstützt werden, sowohl mit traditionellen als auch mit neuen Methoden und Technologien fruchtbaren Boden wiederzugewinnen und nachhaltig zu nutzen. In Palästina steht der Zugang zu Wasser im Mittelpunkt.


Im Zuge der dreijährigen Projektimplementierung werden im Rahmen eines kontinuierlichen Wissensmanagementprozesses (Erhebung, Analyse, Systematisierung, Transfer und Austausch von Wissen) "best practises" identifiziert und fortdauernd systematisiert. Die Durchführung eines Symposiums gegen Ende der Programmlaufzeit bildet einen weiteren Schritt in der Entwicklung dieser Modelle zur ländlichen Entwicklung. Daran anschließende Publikationen bilden die Basis zur Verbreitung und zukünftigen Implementierung dieser Modellstrategien.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
