Overall goal


HERA is the third phase of the regional programme funded by the Austrian Development Cooperation in support of the Boucle du Mouhoun. It is being implemented by the Regional Council whose president is the programme coordinator. The technical supervision lies with the Ministry in charge of decentralisation. The objective is to improve the quality of life in the region through self-reliance in a conducive and fair economic, social, political and ecological environment free of discrimination.


The response strategy promotes a participative approach and aims to empower local communities to ensure full ownership of their development. HERA thus supports relevant initiatives by local stakeholders and local governments as well as the improvement of the stakeholders’ know-how and capacity, natural resource management and agroforestry-livestock and craft production. By doing so, the programme’s approach promotes local development as a process of diversification and enrichment of economic and social activities. The area of intervention comprises five urban and eight rural municipalities.


The strategy is based on a Regional Development Fund as the principal financing instrument which also serves for consultation, mobilisation and cooperation among the stakeholders to make the most of the resources. The Fund, to which 80% of the programme’s budget is allocated, co-finances projects by stakeholders and local governments.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
