Overall goal


Das Landesprogramm 2002-2005 der ÖEZA definiert als Oberziel für seine Arbeit in Mosambik die Armutsbekämpfung und Verbesserung der Lebensbedingungen basierend auf der Teilnahme aller Bevölkerungsgruppen an einer nachhaltigen demokratiepolitischen, ökonomischen und sozio-kulturellen Entwicklung.

Um eine demokratische Gesellschaft aufzubauen, bedarf es eines offenen Zuganges zu Information, der es den BürgerInnen ermöglicht, eigenständig zu bewerten, zu urteilen und zu handeln. Der Stärkung eines unabhängigen und pluralistischen Medienwesens kann eine aktive politische Teilnahme der Bevölkerung an den politischen und sozioökonomischen Geschehnissen fördern und so wichtige Beiträge zur allgemeinen Entwicklung des Landes liefern. Unter diesem Gesichtspunkt wurden aus dem LSP 2002 - 2004 mehrere Interventionen im Bereich des kommunalen Radios gefördert, EZA Projekt 1861 Kommunal Radio Buzi und 2065 Promiso.


Dem Befund der Evaluierung des LP Mosambik (10/2003) folgend soll nun im Rahmen der Vorbereitung der Programmierung des LPs ab 2006 die Relevanz dieser Interventionen im Rahmen des LPs bzw. im Rahmen des Themas Dezentralisierung in der Provinz Sofala zu bewerten werden. Daneben wird der geplante Review den Status der Durchführung bewerten und entsprechende Empfehlungen abgeben, sei es für ein geordnetes Phasing Out oder die programmatische Einbettung in das LP.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
