Overall goal


Das Ziel des Projektes ist es, zur Vermeidung und Lösung von gewaltsamen Konflikten in Westafrika beizutragen. Zu diesem Zweck wurde in der ersten Phase eine strategische Partnerschaft (Parténariat stratégique pour la paix - PASPA) gegründet, die in den vier Ländern der Zone 2 der Friedensobservatorien der ECOWAS (Côte d'Ivoire, Burkina Faso, Mali und Niger) und darüber hinaus noch in Nigeria, Guinea Bissau und Senegal repräsentiert ist. Es handelt sich dabei um eine Plattform von Organisationen der Zivilgesellschaft, sowie Vertretern staatlicher und internationaler Organisationen, was die Originalität dieses Ansatzes ausmacht.


In der laufenden Phase soll um das Thema der Gewalt in den Medien thematische Kongresse abgehalten werden, die das Problembewusstsein der Akteure schärfen und zu konkreten Maßnahmen, wie beispielsweise der Ausarbeitung von "codes of conduct" für friedensorientierte Journalisten führen.


Darüber hinaus wird die Kohärenz der Akteure in den verschiedenen Ländern gefördert, um dem Netzwerk Profil und Eigenständigkeit zu geben. Letztendlich soll aus dieser Initiative eine sich selbst tragende Aktionsplattform entstehen, deren Organisationsform allerdings erst partizipativ erarbeitet werden muss.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
