Short Description:

Overall goal


This project (also applied for financing at Liechtenstein Government) focuses on strengthening the development of quality assurance (QA) in Bosnian and Herzegovinian (BiH) Higher Education (HE). The project represents a follow up action to previously established QA structures at BiH universities (see project 8099-00/2006) and supporting of BiH QA Agency, which has recently been set up.


After almost three years of active and direct support to QA development, the BiH universities today display heterogeneous levels of development, needs and priorities. WUS Austria therefore recognizes the need to shift its focus from "one-for-all" to specific QA measures aligned with particular university needs and priorities. In the same period, the external circumstances also changed. BiH received its new Framework Law on HE, where institutionalization of QA is foreseen with the set up of a state Agency for QA. Therefore in the upcoming period, capacity building and strengthening of QA Agency is one of the priorities as well as in BiH HE and this project proposal.


Hence the project consists of the following three components:

1. Contribution to objectives and activities of TEMPUS project "From QA to Strategy Development"

2. Implementation of specific QA measures at BiH Universities

3. Strengthening the QA Agency in BiH

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
