Overall goal


Die OEZA fördert in Äthiopien seit vielen Jahren das Teilprogramm "Food Security" in der Region Nord-Gondar, Amhara National State. Grundsätzliches Ziel ist die Verbesserung der Ernährungssicherung der Bevölkerung als Beitrag zur Armutsreduktion und Erreichung der MDG. Unterstützt werden verschiedene Maßnahmen zur Steigerung der Produktivität in der Viehhaltung und in anderen landwirtschaftlichen Bereichen, zur Erhaltung, Verbesserung und nachhaltigen Management der Umwelt und der natürlichen Ressourcen sowie zur Schaffung alternativer Einkommensmöglichkeiten, um die Lebenschancen der bäuerlichen Familien zu optimieren.

Auch wenn die einzelnen Aktivitäten erfolgreich umgesetzt werden konnten, ergeben sich für die nächsten Jahre eine Reihe von Herausforderungen sowohl im strukturellen (Programmansatz versus Projektansatz; Anforderungen durch Harmonisierung und Alignment, Dezentralisierungsprozess in Äthiopien etc.) als auch im inhaltlichen Kontext (wie etwa Berücksichtigung von Landfragen) für die Weiterentwicklung des Programms. Der vorgeschlagene Einsatz eines äthiopischen Experten (2 Monate) dient der für die programmatische Weiterentwicklung nötigen Sammlung und Aufbereitung von notwendigen Informationen und aktuellen Daten. Neben einem Follow-up und der Bewertung der einzelnen Programmkomponenten in Diskussion mit den Projektträgern und Partnern vor Ort sind die Analyse der relevanten äthiopischen Policy Papiere und deren konkrete Umsetzung, der Kapazitäten der verschiedenen Akteure auf allen Ebenen und der Interventionen anderer Geber vorgesehen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries.
