Overall goal


In 1998 the Austrian Development Cooperation started to support the production of shoes and leather goods in Uganda on a bilateral basis. In 2001 the TCFC - Training and Common Facility Center Limited has been formally founded as a service provider for local shoe and leather good producers. It offers the following services:

1. procurement of input goods, 2. leasing of machinery, 3. provision of training programmes, and 4. product development and sales promotion. The Austrian support ended so far in mid 2002.

The proposed project intends to extend TCFC's outreach by introducing a franchising concept. The approach follows closely the principles for donor intervention in the field of Business Development Services (BDS).

The idea how to enhance the outreach of TCFC on the basis of a franchising concept is to expand upcountry by making use of local shoe and leather good producers and these local entrepreneurs doing the local selling. Precondition for that is that TCFC's brand 'Crane Shoes' has to be well established on the market.

In the context of this concept TCFC's tasks will be to provide outline, machinery and furniture for the new workshop, train the local entrepreneur, provide raw materials, develop constantly the product line, provide marketing activities, supervise the quality. The local entrepreneur's task will consist mainly in producing and selling shoes on the basis of centrally provided marketing activities.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
