Overall goal


Seit einigen Jahren wird dem Thema "Kultur und Entwicklung" in der internationalen Entwicklungszusammenarbeit vermehrt Aufmerksamkeit geschenkt und Bedeutung beigemessen. Der Diskussion liegt ein breiter Kulturbegriff zugrunde, wie er 2001 von der UNESCO definiert worden ist.


Auch im EZA-Gesetz 2002 ist die Integration in das sozio-kulturelle Umfeld - neben Partnerschaft/Ownership und Gender - als wesentliches Grundprinzip der OEZA festgeschrieben.


Entsprechend dem oben erwähnten weiteren Kulturverständnis bezieht sich die Thematische Evaluierung zum Stellenwert von Kultur und Kulturerbe in der OEZA auf folgende Dimensionen der OEZA in den jeweiligen Partnerländern:


- der Landeskontext als Interaktion von Kultur und Entwicklung

- die Programmebene (definiertes bzw. de-facto Landesprogramm / Steuerung)

- die Projektebene (ausgewählte Kulturerbe-Projekte und "technische" Referenzprojekte)

die Partnerschaftsbeziehungen / interkulturelle Kommunikation mit Zielbevölkerung und Regierungsstellen.


Es werden mehrere signifikante Projekte der Erhaltung und Förderung des Kulturerbes anhand von Dokumentenstudien und Fallstudien im Kontext und ihrer Bedeutung für die jeweiligen Landesprogramme untersucht und mit vordergründig "technischen" Projekten verglichen.


Im Vordergrund stehen Projekte und Programme in den folgenden Partnerländern der OEZA: Bhutan, Nepal, Guatemala und Bosnien und Herzegowina.


Die Evaluierung baut auf der zu diesem Thema letztes Jahr durchgeführten Vorstudie auf.

    • BMLFUW - Federal Ministry for Agriculture, Forestry, Environment and Water
    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
