Overall goal


Die Österreichische Entwicklungszusammenarbeit hat durch die Beauftragung von österreichischen Experten die Erstellung eines Masterplans für den Tourismussektor in Bhutan unterstützt. Dieser Masterplan mit dem Titel "Sustainable Tourism Development Strategy" wurde 2006 von der bhutanischen Regierung angenommen.

Der gegenständliche Auftrag dient der Umsetzung der "Sustainable Tourism Development Strategy". Grundvoraussetzung für die Umsetzung ist die Hotelstandardisierung und -klassifizierung. Durch eine Ausschreibung im Unterschwellenbereich wurde eine qualifizierte Person ermittelt, welche mit entsprechender Expertise die bhutanische Seite - das Department of Tourism - bei Institutionalisierung der Hotelstandardisierung und -klassifizierung unterstützt.

Der Auftrag hat die Umsetzung der von der OEZA finanzierten Sustainable Tourism Development Strategy (Tourism Master Plan) im Bereich Hotelstandardisierung und -klassifizierung zum Ziel.

Zu diesem Zweck soll ein Konsulent / eine Konsulentin das bhutanische Department of Tourism über den Zeitraum eines Jahres vor allem bei folgenden konkreten Aufgaben unterstützen:

" Die Hauptaufgabe ist die Durchführung einer Standardisierung und Klassifizierung von Touristenunterkünften, sowie die Erstellung entsprechender Leitlinien;

" Training von Hotel Inspektoren gemäß der Sustainable Tourism Development Strategy;

" Entwicklung von Umsetzungsplänen für Aktivitäten in Zusammenhang mit der Standardisierung und Klassifizierung von Tourismusunterkünften

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
