Die indigene Volksgruppe der Ngöbe-Buglé sind mit über 200.000 Personen die größte kulturelle Minderheit in Panama. Ungefähr 120.000 davon leben in der staatlich anerkannten, autonomen "Comarca Ngöbe-Buglé" im Nordwesten Panamas. Mit der Anerkennung der Comarca Ngöbe-Buglé im Jahr 1997 wurden ihnen eine Reihe wichtiger spezifischer, kultureller Rechte vom Staat zuerkannt. Dennoch zählen die indigenen Ngöbe-Buglé nach wie vor zu den ärmsten Bevölkerungsgruppen Panamas. Armut, Landknappheit und mangelnde wirtschaftliche Perspektiven führen jährlich tausende Familien dazu in andere Regionen zu migrieren um saisonal in der Kaffeeernte oder auf Bananenplantagen zu arbeiten. Während innerhalb der Comarca die Einkommensmöglichkeiten begrenzt sind und die Armut fortbesteht, führen Migration, die Einführung industrieller Produkte und ihr Abfall, sowie inadäquate Arbeitsmethoden, wie das Abholzen und Abbrennen von Waldflächen zunehmend zur Degradierung der Umwelt.


Ziel des Vorhabens ist es, die Umweltsituation und die Lebensqualität der Ngöbe-Buglé im Bezirk Besiko zu verbessern und Bewusstseinsbildung für Umweltproblematiken durch Umwelterziehung zu erreichen. Als Maßnahmen und Aktivitäten sind geplant: Umwelterziehung in sechs Partnerschulen, die Installation von Regenwasser-Sammelsystemen zur Versorgung mit Trinkwasser, Unterstützung bei der Konstruktion von Latrinen, welche an den Partnerschulen errichtet werden. Die Projektaktivitäten werden in Panama von der Initiative Medo unter der Führung einer traditionellen indigenen Genossenschaft durchgeführt und mit der nationalen Umweltbehörde koordiniert. In Österreich wird das Projekt vom Verein Pueblerino betreut, der seit mehreren Jahren mit Partnern in Besiko arbeitet.
