Overall goal


Gegenständliches Vorhaben basiert auf konkreten Bedürfnissen der montenegrinischen Bildung und Wirtschaft, sowie auf Ergebnissen verschiedener Recherchen, die insbesondere Mängel in der höheren Bildung (veraltete Lehrpläne ohne Praxisbezug und Arbeitsmarktrelevanz, keine Qualitätssicherung, mangelnde internationale Relevanz der Studieninhalte etc.) feststellten.

Ziele des Projekts sind daher:

-die weitere Entwicklung und Modernisierung der höheren Bildung in Montenegro im Einklang mit europäischen Standards durch Harmonisierung der Reformen mit Bedürfnissen des Arbeitsmarktes und der Wirtschaft, mit dem Ziel, die Beschäftigungsquote der UniversitätsabgängerInnen zu steigern und die Wirtschaft zu fördern.

- Beitrag zur wirtschaftlichen und sozialen Entwicklung Montenegros durch Förderung der Beschäftigung und Armutsbekämpfung, Förderung der Wettbewerbsfähigkeit und Unterstützung seiner Entwicklung zu einem dynamischen und wissensbasierten Staat.

Um diese Ziele zu erreichen, sieht das Projekt folgende Maßnahmen vor:

1) Arbeitsmarktorientiertes Curriculum Projekt - Labor Market Oriented Curriculum Project (LMOCP). Das Ziel dieses Projekts ist die Entwicklung maßgeschneiderter Curricula (LMOCs) durch Unterstützung ausgewählter arbeitsmarktrelevanter Lehrstühle an den Fakultäten der Universität Montenegro und Förderung der Beschäftigung von UniversitätsabgängerInnen.

2) Brain Gain Program: Internationalisierung der höheren Bildung Montenegros durch Gastvorträge emigrierter Dozenten

3) Projekt zur Qualitätssicherung - Quality Assurance Project (QAP) an der Universität Montenegro. Dieses Projekt bezweckt die Gründung von drei Zentren zur Qualitätssicherung an der Universität Montenegro, um die Systeme und Methoden zur Qualitätssicherung an dieser Universität an die europäischen Standards anzugleichen

4) Projekt zur Förderung der institutionellen bilateralen Zusammenarbeit zwischen den österreichischen und montenegrinischen Institutionen im Bereich der höheren Bildung

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
