Overall goal


The Support Programme for the National Policy for Technical and Vocational Education and Training (PAPS-EFTP) supports the implementation of the policy’s work plan 2011–2015. It aims to improve youth employability in areas that can generate employment and to improve the supply, devolution and decentralisation of vocational training in Burkina Faso.


The expected results are:

- the training of an essentially young human capital through the rehabilitation of the Vocational Training and Apprenticeship Support Fund (FAFPA) as an effective instrument for the financing of vocational training;

- an increased appropriateness of training with regard to employment by the improvement of the relevance and quality of vocational training through a systematic involvement of the business world;

- the strengthening of management and steering capacities of the sector structures and private and public stakeholders.


The programme is implemented by the Ministry of Youth, Vocational Training and Employment in cooperation with other ministries in charge of vocational training and strongly involves business, private training institutions and local governments.


Three development partners (Austria, France and Luxemburg) support this Government initiative, which is budgeted with 23.8 million Euros, by a joint financing arrangement which is open to new partners. The programme has national coverage and spreads over five years.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
