Overall goal


Im Rahmen des gegenständlichen Vertrages soll die bisherige Unterstützung im Bereich der Verbesserung der Rahmenbedingungen für den 'Private Sector' in Uganda fortgesetzt werden. Die erfolgreiche Arbeit des von der OEZA und EU unterstützen MTCS 'Medium Term Competitive Strategy' Sekretariats hat zur Folge, dass immer mehr Koordinationsaufgaben an das kleine zwei-Personenteam herangetragen werden. Um den Koordinator, der im Rahmen seiner Tätigkeit der strategischen Planung und networking viel unterwegs ist, zu entlasten, wird eine zusätzliche Fachkraft benötigt. Diese soll vor allem die administrativen fachlichen Routinearbeiten, Vor- und Nachbearbeitung von Meetings, Erarbeitung von Berichtsentwürfen etc. übernehmen. Zudem wird das MTCS Sekretariat nun an der zweiten Phase der nationalen Strategie zur Förderung der Rahmenbedingungen für den Privatsektor arbeiten und auch ein für 5 Jahre geplantes Weltbankprojekt (Private Sector Competitiveness Project II) von ca. U$ 70 Mio begleiten, was zusätzliche Verantwortlichkeiten mit sich bringt. Die bisherige Unterstützung hat bereits zu guter Sichtbarkeit der OEZA beigetragen. Daher ist es im Interesse einer weiteren erfolgreichen Tätigkeit, dem Sekretariat auch die nötigen Ressourcen bereitzustellen. Insbesondere da die Bedeutung der Umsetzung der 'Medium Term Competitive Strategy' auch vom Präsidenten und durch Kabinettsbeschluss besonders hervorgehoben wird.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
