Overall goal


Mazedonien ist von einem wirtschaftlichen Niedergang betroffen, der seit dem Zerfall Jugoslawiens und der Abkehr vom Sozialismus in den frühen 90-er Jahren weite Teile der Bevölkerung in Arbeitslosigkeit und Armut gestürzt hat. Besonders davon betroffen war auch die Bekleidungsindustrie, traditionell eine wichtige Säule der mazedonischen Exportwirtschaft; diese konnte in den letzten Jahren jedoch davon profitieren, dass aufgrund der günstigen Kostenstruktur und des soliden Qualitätsniveaus etliche westeuropäische Unternehmen Textilien und Kleider im Land produzieren lassen. Das Wachstum in der Branche war mit durchschnittlich 10% dreimal so hoch wie der sonstigen Wirtschaft. Dennoch ist Mazedonien voll dem globalen Wettbewerb ausgesetzt und muss danach trachten, durch systematische Verbesserung des Qualifikationsniveaus der in der Bekleidungsindustrie Beschäftigten und der Produktivität dem ständig wachsenden Druck standzuhalten.

Die Salzburger Firma TEXPORT, die auf die Herstellung von Berufskleidung spezialisiert ist, hat in Mazedonien ein Tochterunternehmen, PATRATEX, gegründet, und investiert nun in die Qualifizierung der für die Produktion nötigen MitarbeiterInnen. Hier setzt die Wirtschaftspartnerschaft an, indem Näherinnen, Ausbilder der Firma TEXPORT und weiterer Firmen sowie Fachkräfte des mittleren Managements und Lehrer einer lokalen Berufsschule aus- bzw. fortgebildet werden. Zur Verbesserung der Ausbildung an der lokalen Berufsschule wird zudem ein eigenes Curriculum erarbeitet, der auch für Maßnahmen der Erwachsenenbildung des mazedonischen Verbands der Bekleidungsindustrie genutzt wird. Investiert wird weiters in Maschinen, an der zunächst NäherInnen und BüglerInnen ausgebildet werden, ehe diese Maschinen der Berufsschule zur Verfügung gestellt werden. Ergänzend wird pilotartig ein Konzept zur Vermeidung und Nutzung textiler und anderer Abfälle erarbeitet und umgesetzt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
