Overall goal


Die Wirtschaftspartnerschaft verfolgt das Projektziel, die Qualität von serbisch-produziertem Saatgut zu stärken und dieses in die regionale und internationale Lieferkette zu integrieren.


Expected results


Vom Vorhaben profitieren insgesamt 186 Personen, insbesondere Vertragsbauern, die das Saatgut produzieren und zu Pflanzenschutz und Düngung geschult werden. Gleichzeitig werden die MitarbeiterInnen in der Verarbeitung von Saatgut sowie in effizienteren Prozessen geschult, um den ISO 9011 Kriterien zu entsprechen. Der Umsatz soll im Laufe der Projektlaufzeit um 10% gesteigert werden.


Target group / Beneficiaries


Das Unternehmen wird primär in der Vojvodina agieren, und dort mit 24 Vertragsbauern zur Produktion und Anwendung von Saatgut arbeiten. Der lokale Partner Advance Seed wird seinen Personaleinsatz von 33 auf 37 steigern und zur Nutzung moderner Technologien (optische Selektionsmaschine, Beizmaschine) geschult, ebenso wie auf mittlerer Managementebene zu effizienten Produktionsprozessen. Ein für die Zertifizierung nach EU-Standards eingerichtetes Labor wird auch für andere Produzenten zur Verfügung stehen, um nachhaltig Qualitätskontrollen von Saatgut durchführen zu können. Langfristig wird der Standort Serbien in die internationale Lieferkette bei landwirtschaftlichen Produkten gestärkt.


Activities


Die Komponenten des Projekts setzen sich wie folgt zusammen:

1. Instandsetzung des bestehenden Labors mit dem Ziel der Zertifizierung serbisch-produzierten Saatguts, sowie Schulung der MitarbeiterInnen.

2. Prozessoptimierung und Qualitätssicherung in der Verarbeitung serbischen Saatguts laut ISO 9001 Zertifizierung.

3. Optimiertes „Warehousemanagement“ durch Umstellung auf Containermanagement.

4. Technologietransfer durch Einsatz moderner Technologien und Schulungen für Personal in der Verarbeitung.

5. Implementierung neuester Kontrollmethoden bei Pflanzenschutz und Düngung und eine dadurch bedingte optimierte Pestizid Anwendung, in Zusammenarbeit mit der Universität für Landwirtschaft in Novi Sad.

6. Kapazitätsentwicklung der Vertragsbauern zur Anwendung des Saatguts, Düngung, und Pflanzenschutzmittels.

Die Advance Seed arbeitet eng mit dem serbischen offiziellen Institut „Zemun Polje“ für die internationale Inverkehrbringung und für die Erteilung des OECD, ISTA und Phyto Zertifikats zusammen.


Context


Zwischen 2011 und 2013 wurde bereits eine ADA-Wirtschaftspartnerschaft erfolgreich in der Vojvodina durchgeführt (Projekt 2550-06/2011).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
