Overall goal


Die Wirtschaftspartnerschaft zielt auf Stärkung eines nachhaltigen und modernen Abfallmanagements durch umweltthematische Bewusstseinsbildung und Wissensvermittlung in Serbien.


Die Abfallwirtschaft Serbiens ist – ähnlich wie in anderen Ländern der Region – zu großen Teilen durch ineffizientes Management, mangelndes Know-How, veraltete Technik und fehlende Kommunikation mit den Kunden gekennzeichnet. Das Umweltbewusstsein der Bevölkerung – und damit auch die Zahlungsmoral – ist daraus resultierend gering und wirkt sich negativ auf die Umwelt- und Lebenssituation in den betreffenden Gemeinden aus.


Durch das gegenständliche Projekt werden – mit der Schaffung von Strukturen für breitenwirksame Bewusstseinsbildung – die gesellschaftlichen Rahmenbedingungen für eine umweltgerechte, nachhaltige Müllentsorgung in Serbien geschaffen und Nutzer kommunaler Abfallwirtschaft für ihre Notwendigkeit und Bedeutung sensibilisiert.


Dazu werden (1) die organisatorischen Voraussetzungen für die Planung und Umsetzung künftiger Trainings- und Schulungsmaßnahmen etabliert, (2) Multiplikatoren aus Bildungs-, Wirtschafts- und Kommunaleinrichtungen auf ihre bewusstseinsbildenden Aktivitäten vorbereitet, (3) Beschäftigte der Abfallwirtschaft in ihrer Berufstätigkeit gestärkt und (4) Umweltbildung und Abfallwirtschaft in 30 Kindergärten, Grund- und Mittelschulen institutionell verankert.

Dadurch wird die serbische Gesellschaft für einen nachhaltigen Umgang mit Ressourcen sensibilisiert und zugleich als verlässliche Kundschaft für kommunale Abfalldienstleistung aufgebaut.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
