Overall goal


Mit diesem zweiten, auf drei Jahre angelegten Beitrag der OEZA zum African Water Facility Special Fund soll die Initiative weiterhin unterstützt und die Kooperation zwischen AWF und ADA ausgebaut werden. Der neuerliche Beitrag zur AWF erfolgt parallel zur Verlängerung des OEZA secondments um zwei Jahre (2008 bis 2010).


Die Afrikanische Wasserfazilizät (AWF) geht auf eine Initiative des Afrikanischen Ministerrates für Wasser zurück, der auch die Afrikanische Entwicklungsbank beauftragt hat, einen Spezialfonds, den AWF ("African Water Facility Special Fund") einzurichten und zu administrieren. Zweck des Fonds ist es vermehrt Ressourcen für Aktivitäten im Bereich Wasserinfrastruktur und Wasserinvestment in Afrika anzulocken und zu bündeln.


Ressourcen aus dem Fonds sollen primär für Projekte und Programme in folgenden Bereichen verwendet werden:

- Integriertes Wasserressourecemanagement

- Kapazitätenaufbau

- Politische, rechtliche und institutionelle Reform

- Wissens- und Informationsaufbau und -weitergabe

- Aufbau und Implementierung eines regulativen Rahmens

- Effektives Management gemeinsamer Wasserressourcen

- Beobachtung und Evaluierung

- Umweltmanagement

- Implementierung strategischer Kapitalinvestmentprogramme und -projekte


Gender wird als Querschnittsmaterie bei allen von dem Fonds finanzierten Aktivitäten behandelt.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
