Overall goal


Ausgangssituation: Die Vernachlässigung des Bildungssektors im Südsudan hat ihre Wurzeln in der Kolonialgeschichte. Bis heute wird dieser Zustand durch die regierende Klasse im Nordsudan aufrechterhalten, da Bildung der Bevölkerung im Südsudan vom Norden als Bedrohung angesehen wird. Die anhaltenden Kämpfe und die konstante Vertreibung der Bevölkerung hatten mehr als eine Generation von jungen Erwachsenen ohne Bildung/Ausbildung zur Folge. Der Zugang zu Bildung im Südsudan wird dadurch erschwert, dass im Krieg die Bildungs-Infrastruktur zerstört wurde. Von ungefähr 1 Million schulpflichtigen Kindern im Südsudan besuchen über 600.000 nicht die Schule, ungefähr zwei Drittel davon sind Mädchen. Die Austrittsraten sind hoch, besonders bei Mädchen, nur 12% der Schüler besuchen die Schule über die vierte Schulstufe hinaus. Die Lehrer arbeiten hauptsächlich auf freiwilliger Basis.


Oberziel:

Armutsreduktion durch die Schaffung einer qualifizierten lokalen und regionalen Führungsschicht für die Entwicklung und Umsetzung von Konzepten zur Friedenssicherung


Spezifische Ziele:

Entwicklung und Konsolidierung von 20 Primärschulen und einer Sekundärschule im bestehenden Netzwerk der Bildungseinrichtungen in der Bahr EL Ghazal and Lakes Region.

Selbst in einer instabilen Ausgangslage können viele Probleme im Südsudan in Angriff genommen werden. Zunehmend versuchen NGOs, die längerfristige Entwicklung der Gesellschaft im Sudan durch die Unterstützung lokaler Entwicklungsinitiativen, die Errichtung und Verstärkung von Gemeinschaftseinrichtungen und administrativer Strukturen sowie durch Investitionen im Gesundheitswesen und im Bildungsbereich voranzutreiben. Im Bildungswesen herrscht akuter Mangel am Notwendigsten: an Unterrichtsmaterialien wie Büchern, Stiften, Kreiden sowie ein Mangel an ausgebildeten Lehrern.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
