Overall goal


Bei dem vorliegenden Vertrag handelt es sich um einen Beitrag zum Basket Fund für NRO-Projekte zur Frauenförderung (Fondo para la Equidad y los Derechos Sexuales y Reproductivos - FED), welcher neben der OEZA auch durch UNFPA, Finnland, Niederlande, Schweden, Großbritannien, Deutschland und Luxemburg finanziert wird.


Oberziel des FED ist die Förderung von Kleinvorhaben nicaraguanischer NRO, die sich für die Umsetzung der Rechte von Frauen, ihrer Gleichberechtigung und demokratischen Mitbestimmung innerhalb der Gesellschaft einsetzen. Bevorzugt gefördert werden Vorhaben von Organisationen, die auf eine langjährige Erfahrung im Bereich der sexuellen und reproduktiven Rechte verweisen können.


Zielgruppen sind vorwiegend Frauen und diskriminierte Bevölkerungsgruppen in marginalen urbanen sowie in ländlichen Gebieten, die von den Mittelflüssen sowohl der zentralen als auch der lokalen Regierungen großteils ausgeschlossen sind.

Projekte im Bildungs-, Informations-/Aufklärungs- und Gesundheitsbereich werden bevorzugt gefördert. Außerdem gibt es ein gemeinsames Interesse an der Finanzierung von Forschungsvorhaben zum Thema sexuelle und reproduktive Rechte, an der Prävention von HIV/AIDS sowie an der Reduzierung bzw. Eliminierung von sozio-kulturellen Barrieren und Stereotypen, die vor allem diskriminierte Bevölkerungsgruppen in ihren Rechten einschränken.

Der Förderung des Dialogs und der Zusammenarbeit zwischen den NROs untereinander sowie mit den zuständigen staatlichen Stellen stellt einen wichtigen Schwerpunkt dar.


FED leistet mit seiner Arbeit einen Beitrag zur Umsetzung der Beschlüsse des Übereinkommens zur Beseitigung jeder Form von Diskriminierung der Frau (CEDAW 1979), der Wiener Weltmenschenrechtskonvention (1993), der Weltfrauenkonferenz (Peking 1995), der Weltbevölkerungskonferenz (Kairo 1994) sowie zur Erreichung der Millenniums-Entwicklungsziele.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
