In Albanien selbst und in den albanischen Nachbarstaaten werden jedes Jahr Tausende von albanischen Kindern gehandelt. Kinderhandel ist leider ein hochprofitables und gleichzeitig risikoarmes Geschäft für Menschenhändler, besonders wenn die Menschenhändler mit den Kindeserltern identisch sind. 20-40 Euro pro Tag muss ein Kind durch Bettelei und/oder Sexservices während einer Zeit von12- 14 Stunden täglich erarbeiten.

Das Transnational Action Against Child Trafficking = TACT ist ein Projekt, das in 16 albanischen Distrikten implementiert wird und in enger Abstimmung mit Griechenland versucht, die Ausbeutung und den Mißbrauch von Kindern zu verhindern, Kinder zu schützen und zu getraffickte Kinder zu reintegrieren.Das TACT-Programm III ist die letzte Phase eines 5-Jahres-Programms, basierend auf einer im Jahr 2002 entwickelten Strategie mit den Schwerpunkten Prävention, Schutz, freiwillige Rückkehr, Reinetegration und Koordinatiom.

Gemeinsam mit USAID, Oak Foundation, UNICEF, Hellenic Aid, der norwegischen Regierung und ADA wird die dritte Phase von TACT durchgeführt. Die Interventionen findet auf kommunaler Ebene statt, um ein funktionierendes und nachhaltiges Kinderschutzprogramm basierend auf drei Säulen aufzubauen:

A) Kinderschutz auf kommunaler Ebene durch speziell geschulte Einrichtungen, sozialer, psychlogischer, juristischer und wirtschaftlicher Hinsicht

B) Stärkung der Kommunen und Vernetzung mit bereits existierenden Initiativen um Präventionsmaßnahmen des Kinderhandels durchzuführen

C) Stärkung der Kinder durch Information in den Schulen

D) bessere Koordination der Ressourcen um den landesinternen Trends im Bereich Menschenhandel effizienter begegnen zu können

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
